I've been seeing this "A change is coming" promo on channel 10 quite a lot lately and wondering what it is. Well I saw another promo for it today, it's NEIGHBOURS! hence the "630" is the promo. They had shots of a bunch of old characters, ie Kylie Minogue, Delta Goodrem, Russell Crow, but most importantly Billy Jesse Spencer:
